MINUTES OF THE MEETING OF OUTWOOD PARISH COUNCIL HELD ON 8TH FEBRUARY AT 7.30PM IN THE CHURCH ROOM WASP GREEN LANE, OUTWOOD.

    1. To approve the Minutes of the meeting held on 4th January 2023.  These had been circulated in advance – proposed by Cllr. Baldock, seconded by Cllr. Gosling and signed as a true record

The Boundary Commission Review had recommended that the number of District Councillors remain at 42, but that the number of wards will reduce from 20 to 14, with all wards having 3 councillors                                                                                NOTED

  1. Police – Nothing to report

02/0605                REPORTS

    1. National Trust – It was reported that the yard had been tidied and work had been carried out in the community orchard, with sheep grazing there now.  Some trees had been felled due to Ash Die Back disease and the fallen wood was left for wildlife                          NOTED                 
    2. Highways – It was reported that Gayhouse Lane was in a bad state of disrepair, and that there was flytipping on Green Lane.  Residents were urged to report highway matters on the SCC website                                                                                                                     NOTED
    3. Lloyd Hall – Cllr. Gosling reported as follows:
      1. Notice Boards being repaired
      2. A good financial year despite 40% increase in running costs (£36,000). Net profit of over £8,000
      3. Total assets over £57,000
      4. Some issues with vandalism in addition to normal maintenance contribute to the high running costs in addition to the major items of expenditure.

    2. Community Matters
      1. To consider request from Salfords & Sidlow Residents re Ivy Hatch – adequately dealt with at the last meeting.
      2. To consider correspondence re Castle Pub – the following points were noted:
  • This building had been registered as an Asset of Community Value and the Parish Council is outraged at the lack of notification by TDC of the disposal of an ACV.  It was NOTED that the 6 week window to engage had already expired 1
  • The tenant is leaving and wishes to sell the remaining tenancy of 7-8 years. There is some interest.
  • The owners want to sell.
  • Outwood CBS Still involved in discussions with possibility of community funding

NOTED

      1. Application for Goods Vehicle Operator’s Licence, Stonehouse Farm, Prince of Wales Road, Outwood. It was NOTED that the County Councillor can put in an objection if appropriate
      2. To consider how to deal with dog mess in the village – Members considered it may be appropriate to install two dog waste bins – at the top of Wilmots Lane and near The Castle.  Costs would be confirmed and a decision made at the March meeting of the Council.

There would be a community picnic lunch held on Sunday 7th/or Monday 8th (TBC depending on other local factors).  Lloyd Hall to be asked if they want some type of community action in terms of grounds maintenance of similar
