MINUTES OF THE MEETING OF OUTWOOD PARISH COUNCIL HELD ON 4TH SEPTEMBER 2024 IN THE CHURCH ROOM, WASP GREEN LANE, OUTWOOD AT 7.30PM

PRESENT:                             Cllrs. De Wiggondene-Sheppard (Chair), Devlin, Baldock, Malley and Weston

APOLOGIES:                       County Cllr. C Farr, District Cllr. S Farr

IN ATTENDANCE:              The Clerk, District Cllrs. A Bolton and R Smith

PUBLIC QUESTIONS

The issue with Residents setting off fireworks for Bonfire Night was raised.  It was acknowledged that the ‘Animal Safe Zone’ set up last year by a resident was successful and that the Parish Council would support this for the forthcoming events

The horrific assault outside the Castle Inn was raised and it was noted that the Police were undertaking a review of the Licence.

It was noted that there had been groundwork activity at the entrance to Fiddlers Field.  TDC enforcement had been involved – there were no planning breaches.

  1. To approve the Minutes of the meetings held on 3rd July 2024. These had been circulated in advance and were proposed for approval by Cllr. Malley, seconded by Cllr. Proposal:             Demolition of existing residential garage and commercial office and part of cattery building.  Change of use of land to residential.  Construction of a 1 bedroom dwelling with parking and gardens including boundary fencing.

Location:              Orchard Farm, Woolborough Lane, Outwood.

Proposal:             Erection of a canopy to the west side of the house.  Changes to fenestration at ground floor level to west and north elevations.  Installation of a rooflight in pitched roof on south side elevation.

09/00782              COMMUNITY MATTERS

  1. To note ‘Meeting Notes’ re Playground meeting with TDC – Cllrs. Baldock and Devlin had met with an officer from TDC who are conducting a survey on playground provision in the district.  It was AGREED that residents should be asked about their views on the provision through Outwood News and also that OPC should try and be put on the list for future provision with TDC.
  2. National Trust – Nothing to report
  3. VE Day Celebrations – The Clerk was asked to obtain details of neighbouring parishes VE Day celebrations
  4. Burial Ground – No representative was present to update the Council
  5. Village Gateways – it was decided that there were too many entry points into the village to make this viable, but it may be possible to ‘piggy back’ on to neighbouring parish gateways.  Clerk to invesgtigate
  6. Incident in Miller’s Lane – this was discussed in Public Questions
  7. Fireworks – This was discussed in Public Questions

    1. Grant application –
      1. Outwood News – Cllr Howard proposed a grant of £500.  This was seconded by Cllr. Devlin and                                                                                                                    AGREED
