MINUTES OF THE MEETING OF OUTWOOD PARISH COUNCIL HELD ON WEDNESDAY 2ND OCTOBER 2024 AT THE CHURCH ROOM, WASP GREEN LANE, OUTWOOD AT 7.30PM

PRESENT:                             Cllrs. De Wiggondene-Sheppard, Devlin, Baldock, Howard and Malley

APOLOGIES:                       County Cllr. C Farr, District Cllrs. Smith and Bolton

IN ATTENDANCE:              The Clerk, District Cllr. S Farr

ALSO PRESENT:                 4 members of the public

PUBLIC QUESTIONS:

It was reported that over a hundred residents have written to Surrey County Council regarding the condition of the Windmill.

It was reported that the road bridge over the M23 has a severe ridge at the joint.[i] 

Agenda item 8(c) was taken under Public Questions.  It was reported that after around 10 years of trying to purchase some land to extend the burial ground, the PCC has abandoned the plan, due to  a last minute objection from an individual from the Open Spaces Society and no support from the National Trust or Tandridge District Council.

10/0785                MINUTES OF THE PREVIOUS MEETING 

    1. To approve the Minutes of the meetings held on 4th September 2024. The Minutes of the meeting of 4th September had been circulated in advance and the Chair proposed a couple of amendments to the Minutes.  These were AGREED and the Minutes were proposed for approval by Cllr. de Wiggondene-Sheppard, seconded by Cllr Devlin and signed as a true record.                                                    SO RESOLVED

10/0787                COUNTY COUNCILLOR’S REPORT – this was a written statement:

  • On 30th September SCC signed a contract worth £16M to extend its range of Hydrogen Fuel busses
  • A New Executive Director of Finance has been appointed – Andy Brown
  • Funding is available for other projects for Members to consider

10/0788                DISTRICT COUNCILLORS' REPORTS

  • The Local plan is being re-written.
  • A New planning enforcement admin office has been appointed.  It is recommended that residents report planning infringements to TDC with pictures, dates and as much information as possible.
  • TDC has launched its ‘Business Awards’ scheme

10/0790                POSSIBLE CHANGE OF MEETING DATE AND VENUE

This was discussed and it was proposed by Cllr. Howard and seconded by Cllr. Malley that the date and venue for Council meetings be changed as follows – at a cost of £25 per hour.

Venue:                 Lloyd Hall, Brickfield Lane

Date:                     First Tuesday of every month, except August and December each year.  Starting November 2024

10/0791                COMMUNITY MATTERS

  1. National Trust –
    • Volunteers had installed more waymarkers and directional arrows
    • Flytipping has been tackled
    • Ashlie Williams will be leaving her post.  Members asked the Clerk to write a letter of thanks to her.
  1. VE Day Celebrations – Cllr. Howard proposed that the Beacon be lit to commemorate this event.  This was seconded by Cllr. Malley                                                                                       SO RESOLVED

Cllr. Devlin volunteered to meet with local parishes to discuss their plans and assess the merits of Outwood partaking in them

  1. Burial Ground – As reported under Public Questions
  2. Fireworks – It was AGREED to pay the costs of the printing and banners as discussed at the last meeting.  The Clerk to pay the costs as soon as possible and add to the list of payments for the next meeting.
  3. To note update on Windmill – it was reported that there had been over 100 letters and emails sent to the WDC asking for action on the condition of the Windmill sails. [ii] Cllr. Howard proposed that the OPC write to TDC’s enforcement team.  This was seconded by Cllr. de Wiggondene-Sheppard and it was                                                                                                         SO RESOLVED
