MINUTES OF THE MEETING OF OUTWOOD PARISH COUNCIL HELD ON TUESDAY 5TH NOVEMBER 2024 AT THE LLOYD HALL, BRICKFIELD ROAD, OUTWOOD AT 7.30PM

PRESENT:                             Cllrs. De Wiggondene-Sheppard, Devlin, Baldock, Howard and Malley

APOLOGIES:                       County Cllr. C Farr, District Cllrs. Farr, Smith and Bolton

IN ATTENDANCE:              The Clerk

ALSO PRESENT:                 4 members of the public

PUBLIC QUESTIONS:

  • It was reported that the immense local support for the restoration of the Windmill has resulted in the MP and CEO of Tandridge District Council exchanging correspondence. Various options had been discussed. [1]
  • It was reported that that the ongoing apparent planning infringements  at the TONE site and lack of action by the Planning Authority had been reported to the Ombudsman.  It was also NOTED that TONE apparently now own a site in Godstone

11/0794                MINUTES OF THE PREVIOUS MEETING 

  1. To approve the Minutes of the meetings held on 2nd October 2024.

The Minutes of the meeting held on 2nd October had been circulated in advance and proposed for adoption by Cllr. Devlin.  This was seconded by Cllr Malley and they were signed as a true record

  1. Matters Arising - not covered elsewhere on the agenda. – Cllrs. Baldock and Devlin attended a Parish Assembly at TDC.  The prospect of Parish & Town Councils taking over community assets was proposed as was the possibility of working with neighbouring councils

11/078  PLANNING APPLICATIONS

  • Application:                        2024/938

Proposal:                             Erection of single storey outbuilding in rear garden

Location:                              Horseshoes, Rookery Hill, Outwood

Comment:                          No objection in principle, but would prefer to see materials used to be more in keeping with the surroundings.  If it has to be composite, could it be a type that looks like natural wood?

11/079  CONSULTATION ON REMOTE MEETINGS AND PROXY VOTING

It was AGREED that the Council would support the proposals for remote meetings and proxy voting occasionally.  It was recognised that there would need to be some investment in appropriate infrastructure

11/080  TO ARRANGE DATE OF ANNUAL VILLAGE MEETING

This has been arranged for 29th April 2025 in the Lloyd Hall[2]

11/081  COMMUNITY MATTERS

  1. National Trust – It was NOTED that Outwood would temporarily be covered by the ranger from Limpsfield
  2. VE Day Celebrations -  Cllrs. Devlin & Baldock attended a meeting with Burstow & Horne Parish Councils.  It was considered a good idea for the residents of Outwood to enjoy the joint celebrations.  There would be a financial contribution from all three councils.  It was proposed by Cllr. Devlin that Outwood contribute £1,000 towards the joint celebrations.  This was seconded by Cllr. de Wiggondene-Sheppard and was      SO RESOLVED
  3. To note update on Windmill – This was covered under Public Questions and NOTED
  4. Update on Village signs – It was NOTED that this should be installed before Christmas.
  5. To note Trim Trail Inspection – The Inspection dated 1st September was NOTED

  1. To consider Draft Budget – this will considered at the January 2025 meeting
