MINUTES OF THEMEETING OF OUTWOOD PARISH COUNCIL HELD ON THESDAY 7TH JANUARY AT THE LLOYD HALL BRICKFIELD ROAD, OUTWOOD AT 7.30PM

PRESENT:                             Cllrs. Devlin (Chair), Baldock and Malley

APOLOGIES:                       Cllr. de Wiggondene- Sheppard, District Cllr. Smith

IN ATTENDANCE:              The Clerk, District Cllr. Bolton

ALSO PRESENT:                 8 members of the public

PUBLIC QUESTIONS

  • The current position re. the Windmill was enquired about.  It was confirmed that due to changes in personnel at TDC there were some delays in the process.
  • District Cllr. Bolton mentioned that she had been contacted by a local resident regarding repeated flooding near their house and she was looking into the matter.

Proposal:             Change of use and conversion of an Agricultural Building (Class1) into two dwellings together with associated works

Location:              Hillcrest Farm, Scotts Hill

Comment:          No Objection

    1. Application:        2024/1126

Proposal:             Replacement of the existing 6 bay garage with single-storey extension to the rear elevation, attached to the existing doorway, with minor internal alterations.  Lowering the existing rear bathroom window and construction of a replacement garden workshop.  Associate hard and soft landscaping works to comprise a new pathway adjacent to the proposed extension.

This was confirmed as 29th April in the Lloyd Hall

01/1089                COMMUNITY ASSETS -to consider taking over playground from Tandridge District Council. 

The proposal by TDC to devolve some assets to local councils as a cost saving measure was noted.  It was proposed by Cllr. Malley, seconded by Cllr. Devlin and AGREED that Outwood Parish Council should take over the Children’s Playground.                                                                        SO RESOVLVED

01/1090                COMMUNITY MATTERS

  1. National Trust – Nothing to report.  Cllr Devlin reported that she was proposing to set up a voluntary footpaths group to check for any issues.                                                             NOTED
  2. VE Day Celebrations – Nothing further to report

01/1091                FINANCE

    1. To consider Draft Budget – The Clerk had circulated the draft budget in advance and it was proposed by Cllr. Malley that an Expenditure budget of £36,855 be set for the financial year 2025/26.  This was seconded by Cllr. Baldock and AGREED.                                             SO RESOLVED
    2. To set Precept – it was proposed by Cllr Devlin that a precept of £34,000 be set for the financial year 2025/26. This was seconded by Cllr. Malley and AGREED                    SO RESOLVED
